In the early morning hours of May 1, 2002, a fire erupted at the Third Coast Industries blending and storage facility in Brazoria County, Texas. The fire ultimately consumed approximately 1.2 million gallons of combustible and flammable liquids and destroyed the site. Approximately 100 nearby residents were evacuated and a local school was closed.
Firefighters arrived quickly but found themselves without adequate water supply to fight a fire of this scale. The decision was made to allow the fire to burn while protecting adjacent structures and managing runoff. Significant environmental cleanup was required due to smoke, fumes, and contaminated firewater runoff.
The CSB investigation examined the regulatory and fire protection gaps at petroleum product blending and storage facilities, which often handle large inventories of flammable and combustible liquids without the same degree of fire protection requirements applied to refineries or chemical manufacturing plants.
